Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. For the GS- 9 level:
Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates:
knowledge and understanding of mortgage loan making/servicing and credit principles and practices in order to assess the fundamental soundness of single family housing loans and to independently examine applications, supporting documents, and credit reports, and maintain servicing activities on small mortgage loans. Experience may have been gained in work equivalent to furnishing information to borrowers and applicants on loan programs, eligibility requirements, financial and credit requirements; analyzing information provided by loan applicants, determining eligibility for mortgage loans, and making loan recommendations to a senior employee; assisting senior level employees in initiating action to graduate borrowers who are eligible for other credit sources; and participating in providing credit counseling to all borrowers and debt adjustment services OR possess a Master's or equivalent graduate degree OR two (2) full years of progressively higher level graduate education leading to such a degree OR an LL.B. or J.D., if related (see qualifying fields of study below) experience and education as noted above are acceptable. Equivalent combination of experience and education are qualifying at this grade level. For the GS- 11 level:
Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates:
Experience includes evaluating financial situations, credit risk factors and researching and applying various laws, rules, and regulations pertaining to credit; experience in reviewing and evaluating loan and/or grant applications to determine eligibility and the approval/disapproval of housing loan applications; experience providing loan closing instructions to attorneys and title companies and with legal instruments and documents used in making and servicing housing loans; Conducts on-site inspections to determine whether a property is occupied, etc. Evaluates repair proposals and property values for compliance with applicable laws, regulations, directives, etc., and for overall feasibility and soundness of economic factors. Ensures required environmental assessments are conducted and meet requirements. Reviews for approvals of repair project costs. Serves as a Contracting Officers' Representative (COR) for assigned contracts. Assist with preparing budget(s), completes cost analysis, develops statements of work (SOWs) and performance work statements (PWSs) and monitors funding versus actual expenditures; or similar work; OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR a combination of education as described and specialized experience. Equivalent combination of experience and education are qualifying at this grade level. Undergraduate and Graduate Education:
Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
