Health Systems Specialist (Staff Assistant to the Director)

Duties to include but not limited to:
Provides active and well-informed administrative participation in planning for the delivery of health care by taking the initiative to identify needs and potential issues/concerns and devising flexibilities in operations and constructive, cost-effective approaches to the resolution of problems. Use management tools and techniques (e.g., flow charts, decision trees, regression assessments, demographic analyses, forecasting techniques, needs assessments, systems re-design, feasibility studies, return on investment analysis, information systems) and to conduct analytical studies. Apply in a practical manner to a wide variety of difficult and complex situations pertinent theories, principles, practices and techniques of management in the health care environment including understanding of statistical, accounting, budget and economic principles and techniques. Develops the need for and maintains an awareness of available resources, and makes recommendations to Medical Center management regarding needs, distribution and redistribution of these resources. Intricately involved with the budget planning process for the hospital including providing guidance and leadership during the yearly Business Plan process and by working closely with services in development of business scenarios which are realistic and linked to organizational planning goals. Assesses the productivity, effectiveness and efficiency of program operations and/or analyzes and resolves problems in the staffing, effectiveness and efficiency of administrative support and staff activities. Support the Medical Center Director and Executive Leadership in the day-to-day operations of the hospital and any related Network activities. Direct/lead/guide the service lines or services in any projects that may involve management support. Assist Medical Center Director and Associate Director in any projects assigned that may include local, Network, and/or Central Office initiatives. Serves as an active member of the facility's top advisory boards and committees as well as the Joint Leadership Council which is the governing board for the hospital. Communicate and coordinate the work of a number of individuals at the medical center. Possesses interpersonal relations skills of tactfulness, diplomacy and understanding of other viewpoints and positions to interact with:
personnel from other agencies, congressional staff, professional associations, organizations outside the agency, affiliated universities, peers and subordinates. Develops both long and short-range policies and plans for the organization by coordinating the medical administration needs of the medical center. Participates in the analysis and interpretation of workload and other data used in resource planning. Plans and/or supports committees, boards, or conferences. Manages schedules, agenda and action items for key groups and ensures all actions are assigned and that members follow through. Analyzes interrelated issues of effectiveness, efficiency, and productivity of substantive mission-oriented programs by developing detailed plans, goals, and objectives for the long-range implementation and administration of the program, and/or develops criteria for evaluating the effectiveness of the program. Develops, evaluates and modifies organizational structure and systems to achieve program goals. Analyzes management techniques, processes, and styles for improving organizational effectiveness to include individual programs, functions and organizations at the local and network level. Extensive knowledge of organizational structure, functions, procedures, etc. of VA medical centers and VA in general and ability to apply the knowledge. Knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources in the area studies. Work Schedule:

Individual Occupational Requirement (IOR):
In order to meet the basic requirement of the Health System Administration, 0671 Occupational series, you must possess an undergraduate or graduate level degree with a Major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
- Missions, organizations, programs, and requirements of health care delivery systems; - Regulations and standards of various regulatory and credentialing groups; and - Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Examples of specialized experience would typically include, but are not limited to:
Understanding of aspects to the Medical Center operations and the Department of Veterans Affairs system as a whole; Analyzes data and all correspondence regarding clinical, administrative, and facility specific performance measures to develop plans and actions to address current and future initiatives; Analyzes interrelated issues of effectiveness, efficiency, and projectivity of substantive mission-oriented programs; Knowledgeable of concepts, principles and practices of healthcare delivery; Use of qualitative and quantitative methods for assessment and improvement of program effectiveness; Ability to plan, organize, and direct team study work; Knowledge of administrative laws, policies, regulations, and precedents applicable to clinical operations; Skill in conducting detailed analyses of complex functions and work process; Ability to use management tools and techniques (flow charts, decision trees, forecasting techniques, needs assessments, process improvement, and feasibility studies); Ability to use various analytical techniques to include simulation, modeling, and time studies; Knowledge of strategic planning methodologies and possess abilities in coordinating and providing effective planning direction to the organization; and Effectively express information to multiple audiences through clear, convincing oral and written communications. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
