For the GS-13 level:
At least one full-time year (12 months) of administrative experience equivalent to the GS-12 grade level of the Federal service or private sector that demonstrates experience planning, managing, executing, evaluating and facilitating the full range of administrative programs and operations such as contracting and procurement, management analysis, human resources management, budget and financial management and support services. In addition, experience includes developing and recommending detailed plans, goals and objectives for the long-range implementation and administration of mission-oriented program(s). Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
