Program Specialist

Duties:
Coordinates activities, performs analytical trending and evaluative work associated with the Community Care Department such as consults, authorizations, payments, scheduling, VSSC,Community Care contract. Develops policies and procedures. Participates in the analysis and interpretation of workload and data used in resource planning. Assists with personnel administration. Responsible for the needs of the department as the Automated Data Processing Application Coordinator (ADPAC). Develops reports necessary for financial management of the department. Completes budget plans and forecasting. Analyze financial data for planning and decision making. Provides customer service and follows up with patient complaints to include investigation, correspondence preparation and corrective action follow up. Knowledge and skill in the use of computer applications and software such as Word, Excel, PowerPoint, Outlook, Access and VHA databases to extract and organize data, produce letters,memorandums and to prepare a variety of specific working documents and forms such as spreadsheets, database, word processing, desktop publishing, graphics and other similar products. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
analytical trending and evaluation of consults, authorizations, payments, scheduling, and use of VSSC; analysis of financial data and planning; develops reports; patient complaint follow-up to include investigation, correspondence preparations, and corrective action follow-up. This experience must have been gained at or above the GS-7 or equivalent level. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or at least two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one year of graduate education. You will be rated on the following Competencies for this position:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
